Brief Introduction

The Citizen at the Centre of Politics

Sarwar Tushar is a political thinker, writer and organiser. He has long written and spoken about Bangladesh’s state structure, constitutional crisis, authoritarianism, enforced disappearances, extrajudicial killings, the security sector and democratic institutions.

At the centre of his political thought are citizens’ dignity, accountability for state power, and the establishment of a democratic system in which the state protects the rights of the people and no individual or institution is above the law.

Key Areas of Work

Constitutional Reform

Structural reform to establish a balance of power, an effective parliament, an independent judiciary and an accountable executive.

Rule of Law

Effective legal and institutional protection against arbitrary arrest, enforced disappearances, extrajudicial killings and abuse of state power.

Security Sector Reform

Building police and security agencies that are free from political influence, professional, compliant with human rights and accountable to the people.

Citizen's Rights

Ensuring freedom of expression, personal security, political participation and non-discriminatory civic dignity.

Democratic Institutions

Strengthening the independence and capacity of the Election Commission, the judiciary, parliament, local government and constitutional institutions.

Local Development

Adopting development plans based on the needs, participation and accountability of local people, instead of centre-dependent development.

Political Philosophy

Why a New Political Settlement Is Needed

Bangladesh’s political crisis is not merely a crisis of changing the government or leadership. It is a crisis of state institutions, the structure of power, and the relationship between citizens and the state.

A new political settlement means building a state in which power is not concentrated in the hands of any individual, family or group. Institutions will work independently, the people will take effective part in running the state, and every citizen will receive equal protection of the law.

The July Mass Uprising and State Reform

From the Aspiration for Change to New Thinking on the State

The July Mass Uprising has brought the aspirations of the people of Bangladesh for justice, dignity and political change back to the fore.

The aspiration of this uprising cannot be confined to the fall of a government. True commitment to the martyrs and the injured means building a state in which no citizen is ever again persecuted for their political opinion, identity or protest.

Turning the aspirations of July into a lasting political structure through reform, justice and democratic reconstruction is now the demand of the time.
